建设更为紧密的中国-东盟命运共同体:广西的使命与服务

Building a Closer China-ASEAN Community With a Shared Future:Position and Service of Guangxi

更为紧密的中国—东盟命运共同体的提出,是双方友好关系深化的结果,也反映了中国国家层面对东盟关系的向好愿望。广西独特的区位优势决定了其服务国家战略使命、面向东盟的战略定位,中国国家层面多重政策也指明广西服务于国家总体外交政策和周边外交战略格局的特性。广西与东盟之间坚实的人文基础、显著的往来成效和双方民众认可是最稳固的基础支撑,也奠定了其重要的战略定位与战略使命。在建设更为紧密的中国—东盟命运共同体的要求下,广西作为中国唯一一个与东盟国家陆海相连的省份,应发挥其应有的比较优势,高质量地服务于这个总体目标建设。目前,广西在服务这个建设过程中,仍存在港口基础设施薄弱、陆路海运江河交通网络不完善、通道物流水平较低等“硬联通”问题,“软环境”建设相对滞后、合作政策机制障碍等“软联通”问题,交流质量仍不够高和交流不够畅等“心联通”问题。为此,文章提出了加快完善江河海陆空基础网络建设,做实“硬联通”;通过深化务实合作促发展,改善“软联通”;携手东盟共建命运与共的美好家园,加深“心联通”的展望,以期推动更为紧密的中国—东盟命运共同体建设走深走实。

The proposal of a closer China-ASEAN community with a shared future is the result of deepening friendly relations between the two sides,and also reflects China's positive desire for ASEAN relations.The unique geographical advantages of Guangxi determine Guangxi's strategic positioning towards ASEAN by serving the strategic needs of China,and the multiple policies at the national level also indicate the characteristics of Guangxi serving China's overall foreign policy and the strategic pattern of peripheral diplomacy.The solid cultural foundation,significant exchanges and public recognition between Guangxi and ASEAN are the most solid support and have also laid an important strategic function.Sorting out the connotation and requirements of a closer China-ASEAN community with a shared future,Guangxi,as the only provincial administrative unit in China that is connected to ASEAN countries by land and sea,should leverage its comparative advantages and serve this overall goal construction with high quality.At present,there are still some problemsto be settled in Guangxin the process of serving this construction:1)"hard connectivity"problems such as weak port infrastructure,incomplete land-and-water transportation networks and low level of corridor logistics;2)"soft connectivity"problems such as relatively lagging institutional environment construction,obstacles to cooperation policies and mechanisms;and 3)"heart connectivity"problems such as insufficient communication quality,asymmetrical communication,and obstacles to cross-border communication and cooperation.Therefore,this article proposes the prospect of"accelerating the construction of the basic network of rivers,seas,land,and air to achieve'hard connectivity';deepening practical cooperation to promote developmentto improve'soft connectivity';and working together with ASEAN to build a beautiful home with a shared future and deepen people-to-peopleconnectivity in order to promote the construction of a closer China-ASEAN community with a shared future.
