长江江苏段危化品船高质量选船机制在提升船舶本质安全中的作用

The Role of High-quality Ship Selection Mechanism for Hazardous Chemical Ships in Jiangsu Section of the Yangtze River in Improving the Intrinsic Safety of Ships

为从源头上提升危化品运输船舶的本质安全,2019年,江苏海事局、江苏省交通运输厅联合发布了《关于深入推进实施长江江苏段危化品运输高质量选船机制的联合通告》。经过4年多的运行,高质量选船机制的标准、程序和保障机制不断完善,选船实效不断凸显,到港危化品船舶状况发生了较大的改观,船舶安全技术水平明显提高。

In order to improve the intrinsic safety of ships for hazardous chemical transportation from the source,Jiangsu Maritime Safety Administration and Department of Transportation of Jiangsu Province issued a joint notice on deepening the implementation of the high-quality ship selection mechanism for hazardous chemical transportation in the Jiangsu section of the Yangtze River in 2019.After the application of over four years,the standards,procedures and the guarantee mechanisms of the high-quality ship selection mechanism are constantly optimized,and the effectiveness of ship selection has become more prominent.The conditions of hazardous chemical ships arriving at ports have also undergone significant improvements,and the safety technology level of ships has been significantly improved.
