淮海经济区经济一体化现状及对策研究

Current situation and countermeasures of regional economic integration in Huaihai Economic Zone

淮海经济区是我国最早成立的区域性经济合作组织之一,推进淮海经济区经济一体化发展,对实现淮海经济区高质量协同发展,促进我国东部地区经济低谷崛起,推动我国整体经济发展都具有重要意义。文章以淮海经济区20个成员地级市为研究区,计算了淮海经济区的经济联系度后发现:淮海经济区经济一体化的进程空间差异大。淮海经济区经济一体化的进程呈多圈层模式:在淮海经济区的成员市中,枣庄、宿州、淮北、宿迁与徐州的经济联系度最强,为第一圈层;临沂、济宁、商丘与徐州的经济联系度次之,为第二圈层;商丘、淮安、菏泽、连云港、泰安、亳州、蚌埠、盐城、周口、阜阳、开封、日照和莱芜与徐州的经济联系度最弱,为第三圈层。淮海经济区经济一体化的进程总体呈低水平状况。在此基础上,提出了推进淮海经济区经济一体化进程的战略思考对策:制定区域经济一体化规划、增强中心城市的经济实力、促进产业结构协同升级、共建共享区内基础设施、定期召开高质量协同发展会议等。

The Huaihai Economic Zone is one of the earliest regional economic cooperation organizations established in China.Promoting the integrated development of the Huaihai Economic Zone is of great significance for achieving high-quality coordinated development of the Huaihai Economic Zone,promoting the rise of the economic downturn in the eastern region of China,and promoting the overall economic development of China.Taking 20 prefecture-level city in Huaihai Economic Zone as the research area,this paper calculates the economic connection degree of Huaihai Economic Zone and finds that:the process of economic integration in Huaihai Economic Zone is spatially different.The process of economic integration in the Huaihai Economic Zone follows a multi circle model:among the member cities of the Huaihai Economic Zone,Zaozhuang,Suzhou,Huaibei,Suqian and Xuzhou have the strongest economic connection,being the first circle;the economic connections between Linyi,Jining,Shangqiu,and Xuzhou take second place,forming the second circle;Shangqiu,Huaian,Heze,Lianyungang,Taian,Bozhou,Bengbu,Yancheng,Zhoukou,Fuyang,Kaifeng,Rizhao and Laiwu have the weakest economic connections with Xuzhou,forming the third circle.The overall process of economic integration in the Huaihai Economic Zone is at a low level.On this basis,strategic thinking strategies were proposed to promote the economic integration process of the Huaihai Economic Zone,including formulating regional economic integration plans,enhancing the economic strength of central cities,promoting coordinated upgrading of industrial structures,jointly building infrastructure within the shared zone,and regularly holding high-quality coordinated development conferences.
