摘要 开展溃坝洪水风险研究是有效的防灾减灾措施之一,可科学量化洪水淹没范围、水深、流速等要素的空间分布特征。本文以印度尼西亚中苏拉威西省淡水湖水库为例,基于HEC-RAS构建二维非恒定流模型,设计三种历时的漫顶溃坝工况,模拟溃坝洪水发展过程,评估溃坝风险水平及其可能引起的生命损失。溃坝洪水及其风险研究对制定应急预案、提高工程管理水平具有重要指导意义。 Conducting research on dam breach flood risks is an effective disaster prevention and mitigation measure,as it enables the scientific quantification of spatial distribution characteristics of elements such as flood inundation extent,water depth,and flow velocity.This paper takes freshwater reservoirs in Central Sulawesi Province,Indonesia,as a case study and utilizes HEC-RAS to build a two-dimensional unsteady flow model.Three different scenarios of dam failure with varying durations are designed to simulate the development process of dam breach floods and evaluate the risk level and potential loss of life caused by dam breaches.The study of dam breach flood and its associated risks plays a crucial role in formulating emergency response plans and enhancing engineering management practices.
