用水单位的用水指标核定方法研究

Research on the Water Consumption Index Calculation Method for Water Consumption Units

计划用水是实行水资源总量控制的重要手段,用水单位的用水指标是计划用水总指标的最基础单元,核定用水单位的用水指标显得尤为重要。本文介绍了用水指标产生及发展的历程,分析了核定用水指标存在的主要问题,采用不同核定方法模拟测算了3个用水单位的用水指标,并提出了3种核定用水单位用水指标的方法。研究结果提供了遵循“以水定城、以水定地、以水定人、以水定产”原则,更好地贯彻执行《计划用水管理办法》的操作方法。

Water allocation is an important means of implementing overall water resources control.The water consumption indicators of water-consuming units serve as the fundamental units for water allocation.Determining appropriate water consumption indicators for these units is crucial.This paper presents the historical development of water consumption indicators,analyzes the main problems in determining them,and proposes three methods for determining water consumption indicators for three specific water-consuming units through simulation and calculation.The research results offer operational approaches for better implementing the“water-based urban development,water-based land use,water-based population control,and water-based industrial production”principles outlined in the Management Measures for Water Allocation.
