摘要
目的:了解妇幼保健院按照“收减支”绩效管理方案运行状态,挖掘妇幼保健机构绩效改革面临的问题。方法:采用半结构式深入访谈法,对所选择妇幼保健院的关键人物进行访谈,使用基于扎根理论的定性研究方法对访谈资料进行研究。结果:对访谈内容编码产生“代表性、公平性、可操作性、驱动性和激励作用”5大受关注范畴,共98个有效编码,其中“激励作用”是最受关注的部分,不同类型科室的关注点不同。结论:为进一步促进“医防融合”,应加强妇幼保健机构公共卫生工作的绩效考核体系建设,关注工作量量化评价及全院资源整合。
Objective:To understand the operating status of maternal and child health care centers in accordance with the"revenue reduction and expenditure"performance management plan,and discover the problems faced by the performance reform of maternal and child health care institutions.Methods:The structured in-depth interview method was used to interview the key figures in the selected maternal and child health care hospital,and the interview data were studied using the qualitative research method based on grounded theory.Results:The coding of the interview content resulted in five areas of concern:"representativeness,fairness,operability,driving and motivation",with a total of 98 effective codes,of which"motivation"was the most concerned part and different types of departments The focus is different.Conclusion:In order to further promote the"integration of medicine and prevention",the construction of a performance appraisal system for public health work in maternal and child health care institutions should be strengthened,and attention should be paid to quantitative evaluation of workload and resource integration of the whole hospital.
