中国国家组织力现代化进路探析——基于国家治理能力现代化视角

An Approach to Modernization of theNational Organizational Capacity in China—From the Modernization of National Governance Capacity

国家组织力是国家治理能力的根本,是全国人民团结奋斗的重要抓手,植根于不同历史阶段的国情状况和发展需要,中国国家组织力从“管制型”转向“管理型”再转向“治理型”,逐渐趋向建构中国共产党全面领导、人民至上、先进精神凝聚、整体协同高效、科学化制度化法治化的中国特色社会主义国家组织力,彰显中国式国家组织力现代化的历史、现实和思想进路.

The national organizational capacity in China has shifted from“regulation”to“management”and then to“governance”according to the national conditions and development needs in different historical stages.This research reveals that the capacity characterized by socialism with Chinese characteristics gradually tends to feature the governance under the all-rounded leadership of the Communist Party of China,the concept of putting people first,the cohesion of advanced spirit,the overall coordination and efficiency,and the scientific and institutionalized rule of law,which highlights the historical,realistic and ideological approach to the modernization of Chinese-style national organizational capacity.
