摘要
《关于在学校设置教练员岗位的实施意见》的出台是落实体教融合战略的关键一步,既能解决体育教师人才匮乏的困境,也能为运动员开辟新的就业安置渠道。运用政策分析方法,研究发现当前从退役运动员向学校教练员的职业转型面临着能力培养错位、人才选拔错位和保障对象错位等突出问题。在学校教练员队伍选拔过程中,应当通过动态均衡的岗位配置和灵活自主的职业支持,推动退役运动员向学校教练员的岗位转轨;在学校教练员队伍培养过程中,应当扬长补短推进退役运动员向学校教练员的德能接轨;在学校教练员队伍发展过程中,应当统一职称评审和工资待遇标准,推进退役运动员向学校教练员的体制并轨。岗位转轨、德能接轨、体制并轨共同构成了退役运动员转型学校教练员的政策实践机制。
The Implementation Opinions on Setting up Coach Positions in Schools is a key policy for promoting the integration of sports and education strategies.It can not only solve the problem of a shortage of physical education teachers,but also open up new employment channels for athletes.Using policy analysis methods,we have found that the current career transformation from retired athletes to school coaches is facing prominent problems such as mismatched ability cultivation,mismatched talent selection,and mismatched protection targets.In the selection process of school coach teams,retired athletes should be promoted to transition to school coach positions through dynamic and balanced job allocation andflexible and independent professional support;In the process of cultivating the school coach team,it is necessary to leverage strengths and make up for weaknesses to promote retired athletes to align with the moral and abilities of school coaches;In the process of developing the school coach team,it is necessary to unify the evaluation of professional titles and salary standards,and promote the integration of retired athletes into the school coach system.The mechanism of job transition,integration of morality and ability,and system integration constitute the policy practice mechanism for retired athletes to transform into school coaches.
