大湾区背景下港澳加速融入国家发展大局的制度理路

Institutional Rationale for Accelerating the Integration of Hong Kong and Macao into the Overall Agenda of National Development in the Context of the Guangdong-Hong Kong-Macao Greater Bay Area

融入国家发展大局,是中国香港、中国澳门与祖国内地同发展、共繁荣的必由之路。走出疫情漩涡的港澳经济遭受严重冲击,亟待通过融入国家发展大局以重建经济社会、解决深层次发展难题,进而服务粤港澳大湾区建设。然而,基于“一国两制”的政治安排,港澳加速融入国家发展大局面临多重困境,突出表现为规则衔接不畅、利益协调失衡、身份差异明显等。为此,须以国家发展全局的思维,立足粤港澳大湾区这一国家战略平台,通过“规则衔接-利益协调-身份认同”的制度理路实现粤港澳三地的共治共享、互惠互通,丰富新时代“一国两制”新实践。

Integration into the overall agenda of national development is the only way for Hong Kong and Macao to develop and prosper together with the Mainland.The economy of Hong Kong and Macao has suffered a severe blow due to the COVID-19 epidemic,and there is an urgent need to rebuild the economy and society by integrating into the overall development of the country and solving the deep-rooted development problems,so as to serve the construction of the Guangdong-Hong Kong-Macao Greater Bay Area.However,based on the political arrangement of"One Country,Two Systems",the integration of Hong Kong and Macao into the overall agenda of national development is faced with a number of dilemmas,which are highlighted by the poor convergence of rules,imbalance in the coordination of interests,and obvious differences in identities.To this end,it is necessary to think in the context of the overall development of the country and build on the national strategic platform of the Guangdong-Hong Kong-Macao Greater Bay Area,so as to realize shared governance and mutual benefits among Guangdong,Hong Kong and Macao through the systemic rationale of"convergence of rules,harmonization of interests and recognition of identities",thereby enriching the new practice of"One Country,Two Systems"in the new era.
