摘要
高校的社会服务理念发轫于美国,后辐射至世界各国,且越来越受到重视。在“四新”建设和《深化新时代教育评价改革总体方案》相继出台后,我国对高校社会服务寄予更多的新期望,提出更高的新要求。在这样的背景下,如何加强对高校社会服务的评价,再以评价为杠杆撬动高校社会服务成为备受关注的课题。英国在长期的实践中形成了以“知识交换框架”为主、“教学卓越框架”和“研究卓越框架”为辅的高校社会服务评价模式。该模式的特点主要表现为:高校社会服务评价的独立性、肯定文科的社会服务价值、追求评价效益的最大化、“轻”排名而“重”提升,对我国未来开展独立的高校社会服务评价具有一定的镜鉴价值。
The idea of social services in universities originated in the United States,and then spread to the globe,which has received more and more attention.In the context of the“Four-New”construction and The Overall Plan of Deepening the Reform of Educational Evaluation in the New Era,China raised new expectations and higher requirements for social services in universities.As such,how to strengthen the assessment of social services functions in universities,and further stimulate universities to carry out social services has been a great concern to the academic community.The UK has formed an assessment model of the social services function of universities,where the“Knowledge Exchange Framework”is the main part while the“Teaching Excellence and Students Outcomes Framework”and the“Research Excellence Framework”are the auxiliary parts.The main characteristics of this model include:the independence of assessment of social services in universities;the affirmation of the social services value of liberal arts;the pursuit of maximization of assessment benefits;and the stress of improvement rather than rankings.Such practices have important implications for China’s future development of independent assessment of social service in universities.
