摘要
“优先事项-2030”计划是俄罗斯2021年开始实施的一项推动高等教育服务区域经济社会发展的新计划,其目标是在2030年前打造100所定位为区域经济社会发展中心的先进现代化大学。作为一项遴选和资助计划,其特点主要体现在:淡化世界排名指标,突出高校的区域发展战略;多元化遴选标准,重点扶助区域性大学;创新平台建设,依托专家团队支持。该计划推动高等教育服务区域发展的基本逻辑是:以缩小高等教育发展的区域差异为前提,以衔接大学发展战略与区域经济社会发展需求为核心理念,以推动高校科技成果转化和数字化转型为重要途径。
Priority-2030 is a new programme to promote higher education for regional economic and social development in Russia starting in 2021,which aimed at creating 100 advanced and modern universities as regional economic and social development centers by 2030.As a selection and funding programme,it’s featured as:the dilution of world ranking indicators while stressing the regional development strategies of universities;diversified selection criteria,especially supporting regional universities;and construction of innovative platforms with expert teams.The basic logic of the programme in promoting higher education to serve regional development is:narrowing regional differences in higher education development as the premise,bridging university development strategies and regional economic and social development needs as the core concept,and promoting the transformation of scientific and technological achievements and digital transformation of universities as the important means.
