乡村产业数字化、生态化质量转型:基本内涵、问题分析及保障路径

Basic Connotation,Problem Analysis and Guarantee Path of Rural Industrial Transformation Under the Background of Comprehensively Promoting Rural Revitalization

当前我国进入实现第二个百年奋斗目标的新征程,“三农”工作重心历史性转向全面推进乡村振兴。随着数据要素在农业生产领域逐步渗透以及农业高质高效实际发展需要,对乡村产业质量提出了更高的要求,在全面推进乡村振兴、加快农业农村现代化建设战略背景下,乡村产业质量转型迫在眉睫。然而,打破内部要素原有秩序,推动乡村产业传统生产方式、经营方式、经营范围等朝着数字化和生态化实现乡村产业质量转型进程中,面临人才、技术、基础设施等多方位支撑保障不足等问题。因此,基于当前乡村质量转型发展困境,提出通过挖掘农业农村现代化人才资本、以政府主导完善基础设施建设、以科技创新推动乡村产业融合等举措,持续推动乡村产业转型。

Entering a new journey to achieve the second centenary goal,the focus of“agriculture,rural areas and farmers”has historically shifted to the stage of comprehensively promoting rural revitalization.With the gradual penetration of data elements in the field of agricultural production and the actual development needs of high-quality and efficient agriculture,higher requirements are put forward for the quality of rural industry.Under the background of the strategy of comprehensively promoting rural revitalization and accelerating the construction of agricultural and rural modernization,the transformation of rural industry quality is imminent.However,breaking the original order of internal elements,promoting the transformation of traditional production mode,operation mode and business scope of agricultural and rural industries towards digitalization and ecology,and realizing the transformation process of rural industrial quality,we are faced with problems such as insufficient support for talents,technology,infrastructure and other aspects.Therefore,based on the current rural quality transformation and development dilemma,It is proposed to continuously promote the transformation of rural industries by exploiting the talent capital of agricultural and rural modernization,perfecting infrastructure construction under the leadership of the government,and promoting the integration of rural industries through scientific and technological innovation.
