摘要
在公共文化服务建设中,项目式治理已然成为规范化、常态化的手段。资源专项配置和多元主体参与供给构成了公共文化服务项目式治理的基础。在实践中,项目式治理模式凭借技术性、专门性和动员性等特征,推动了公共文化服务建设效率化的实现;但同时也导致了事本主义与人本主义、服务思维与迎检思维之间的逻辑矛盾,出现供需不匹配、项目目标执行降级的情况,且在长期发展中形成“马太效应”。我国应优化资源配置模式,将资源向弱势地区倾斜;加强对权力的约束,严格监督基层政府的决策和行政;拓宽公民的参与渠道,补齐公共文化服务项目式治理的短板。
In the construction of public cultural services,project-based governance has become a standardized and normalized means.The dedicated allocation of resources and the participation of multiple stakeholders constitute the basis of project-based governance of public cultural services.In practice,the project-based governance model has promoted efficiency of public cultural service construction with its characteristics such as technicality,specialization and mobilization.However,it has also led to logical contradiction between pragmatism and humanism,service-oriented thinking and inspection-oriented thinking,resulting in mismatches between supply and demand,and downgrading of project goals.Over the long term,it has created a“Matthew effect”.China should optimize the resource allocation model and direct resources to disadvantaged areas;strengthen constraints on power and strict supervision of the decision-making and administration of primary-level governments;expand channels for citizen participation to address the shortcomings of project-based governance in public cultural services.
