大数据赋能政府领导力建设的内在逻辑、现实困境及具体策略

新时代,信息技术革命的深化发展带来了巨大的政治生态变化,大数据作为一种关键性战略资源不断革新着政府数字治理程度。数字经济时代背景下如何运用大数据赋能政府领导力、推进政府数字化转型是实现政府治理现代化的关键。目前我国政府治理与大数据的相互渗透仍处于起步阶段,大数据以数据支持、数据共享、数据预警和数据监督为政府领导力建设贡献内在逻辑。当前,大数据赋能政府领导力建设还存在现实困境:从数字政府建设的宏观角度看,资源禀赋制约着数字化转型投入,府际协同能力不足导致数据信息鸿沟,政务大数据的应用不充分不智能;从数字社区建设的中观角度看,未来数字社区建设的理念及实践运用不够深入,数字化共建共享共治机制不健全,数字服务端的“最后一公里”尚未打通;从数字素养培育的微观角度看,领导干部注意力分配存在失衡,信息辨别和舆情反馈能力有所不足,人才管理机制不够健全。要实现大数据对政府领导力的赋能,一是统筹基础设施建设,加强府际协同治理,高效利用大数据拓展数字化场景,提升政府的公共领导力;二是加强数字化引领,发挥各方作用,拓宽社区服务功能,夯实政府的基层领导力;三是培育领导干部数字变革、数字敏感、数字治理能力,增强政府的网络领导力,充分利用数据资源武器,实现政府治理数字化、智能化。

In the new era,the deepening development of information technology revolution has brought about great changes in the political landscape.As a key strategic resource,big data has continuously improved the level of government digital governance.In the context of the digital economy era,how to use big data to empower government leadership and promote the digital transformation of government is the key to realizing modernization in government governance.At present,the interplay between government governance and big data in China is still at the early stage,and big data contributes to the internal logic of the building of government leadership through data support,data sharing,data early warning,and data supervision.However,there are still practical challenges in the construction of government leadership empowered by big data:from the macro perspective of digital government construction,resource endowment hinder the investment in digital transformation,inadequate intergovernmental coordination leads to information gap,and the application of government big data is not sufficient or intelligent;from the perspective of digital community construction,the concept and practice for future digital community construction go not far enough,the mechanism of digital co-construction,sharing and cogovernance is not comprehensive,and the'last kilometer'of digital service has yet to be connected;from the micro perspective of digital literacy cultivation,there is an imbalance in leading cadres’allocation of attention distribution,their inadequacy in information recognition,deficiency in public opinion gathering and reports.To realize the empowerment of big data to government leadership,it is necessary,first,to coordinate infrastructure construction,strengthen intergovernmental collaborative governance,efficiently use big data to expand digital scenarios,and enhance the government's public leadership;second,to strengthen digital leadership,leverage the roles of all parties,expand the functions of community services,and consolidate the government's leadership at primary level;third,to cultivate leading cadres'digital transformation,enhance their digital sensitivity and digital governance capacity,strengthen the government's network leadership,and make full use of data resource as weapons to realize the digitalization and intellectualization of government governance.
