Risk Management of Digital Village:Integrated Risk Governance Framework Based on IRGC

数字乡村风险治理是一个系统、综合的复杂过程,缺乏一体化思路的风险治理无法适应新阶段乡村风险治理的新形势。数字乡村背景下风险生成的影响因素主要包括环境、技术、理念三方面,体现为内源与外源环境级联、单一与复杂技术共存、传统管理与现代治理理念交织。在这些因素影响下,数字乡村暴露出主体间利益碎片化、政府纵向结构存在堵点、基层干群权力边界失序、信息互通受阻、数据操作偏差以及数字安全漏洞等风险困境。IRGC综合框架强调一体化的风险治理,其基本内涵包括治理主体多元化、沟通须贯穿风险治理全过程、研究视角具备全局性、治理手段多元化。它能够为数字乡村风险一体化治理提供思路,以促进主体参与一体化以及数字应用一体化的发展。具体而言,数字乡村背景下风险一体化治理的进路包括四方面:关注乡村人文、优化治理环境;夯实技术基础、提升整体素养;优化顶层设计、促进多元共治;强化信息安全、加强风险管控。

Digital rural risk governance is a systematic and comprehensive complex process.Risk governance without integrated thinking cannot adapt to the new situation of rural risk governance in the new stage.The influencing factors of risk generation under the background of digital village mainly include three aspects:environment,technology and concept,which are embodied in the cascade of endogenous and exogenous environment,the coexistence of single and complex technology,and the interweaving of traditional management and modern governance concept.Under the influence of these factors,the digital village exposes the risk dilemmas such as the fragmentation of interests among the subjects,the blockage of the vertical structure of the government,the disorder of the power boundary of the grassroots cadres and the masses,the obstruction of information exchange,the deviation of data operation and the digital security loopholes.The IRGC comprehensive framework emphasizes integrated risk governance.Its basic connotation includes the diversification of governance subjects,the communication throughout the whole process of risk governance,the overall research perspective,and the diversification of governance methods.It can provide ideas for the integrated governance of digital rural risks to promote the development of subject participation integration and digital application integration.Specifically,the approach to integrated risk governance in the context of digital villages includes four aspects:paying attention to rural humanities and optimizing the governance environment;consolidate the technical foundation and improve the overall quality;optimize top-level design and promote multi-governance;strengthen information security and strengthen risk control.
