湖北省“一码管地”探索与实践

Exploration and Practice of“One Code Land Management”in Hubei Province

针对目前土地管理存在的跨部门业务协同不足、跨层级数据共享不充分、全流程信息关联弱等问题,从顶层设计出发,探索“一码管地”建设模式,建立全省统一的土地管理代码编制体系,研发湖北省“一码管地”编码系统,开展土地管理业务应用场景建设实践。以咸宁市建设用地管理为例,通过一码关联、一码合规、一码全息的应用效果证明了湖北省“一码管地”建设思路的可行性。“一码管地”建设有助于实现省、市、县3级土地管理全要素、全业务、全流程信息协同,提高办事效率,优化营商环境。

In view of the existing problems in land management,such as insufficient inter-departmental business collaboration,insufficient cross-level data sharing and weak correlation of information in the whole process,starting from the top-level design,we explored the construction mode of“One Code Land Management”,established a unified land management code compilation system in the whole province,developed the coding system of“One Code Land Management”in Hubei Province,and carried out the construction practice of land management business application scenarios.Taking the construction land management of Xianning for example,through the application effects of one code association,one code compliance and one code holography,we proved the feasibility of construction idea of“One Code Land Management”in Hubei Province.The construction of“One Code Land Management”can help realize the information coordination of all factors,businesses and processes of land management at the provincial,municipal and county levels,improve working efficiency,and optimize the business environment.
