基于综合评价法的土地利用监测评价体系研究

Research on Land Use Monitoring and Evaluation System Based on Comprehensive Evaluation Method

根据相关国家政策、行业标准建立数学模型,基于层次分析法和特尔斐法相结合的综合评价方法,根据“量—态—势”建立城市土地利用监测评价指标体系,并以西海岸新区为例,对西海岸新区土地利用情况进行监测评价,实现对区域土地利用情况定性与定量评估,摸清现状,挖掘存量潜力,提高西海岸新区土地利用效率与用地管理水平。

Based on relevant national policies and industry standards,this paper establishes a mathematical model and a comprehensive evaluation method combining analytic hierarchy process(AHP)and Delphi method to establish an urban land use monitoring and eval-uation index system from the perspective of"quantity-state-potential",and takes the West Coast New District as an example to moni-tor and evaluate the land use in the West Coast New District,so as to realize qualitative and quantitative evaluation of regional land use and find out the current situation,tap the potential of stock,and improve the efficiency of land use and land management in the West Coast New District.
