The Historical Experience and Practical Enlightenment of the CPC in Promoting the Modernization of National Governance System and Governance Capacity

自新中国成立以来,中国共产党始终致力于探索和推进国家治理体系和治理能力现代化。其七十余年历程历经初步实践、全面展开以及均衡发展等三个发展阶段,形成了坚持党的领导地位的核心要义、以人民为中心的目标旨归、全面依法治国的规范手段以及结构化组织网络的基础架构等宝贵经验。其现实启示是,加强党的建设与完善国家治理协调发展、坚持全面依法治国与提高执政能力协作共进以及系统改革与重点突破协同推进。

Since the founding of the People's Republic of China,the CPC has been devoted to exploring and promoting the moderni-zation of the national governance system and governance capacity.The country's more than 70 years of practice can be divided into three historical stages,namely,preliminary practice,all-round development and balanced development.It has formed valuable experience in upholding the core essence of the Pary's leadership,the people-centered goal,the normative means of comprehensive advancement of law-based governance,and the infrastructure of structured organizational networks.Its practical enlightenment includes coordinated devel-opment of the Party building and national governance,cooperation between comprehensively advancing law-based governance and impro-ving administrating ability,as well as systematic reform and key breakthroughs in coordination.
