推动我国数字经济高质量发展的思考与建议

Reflections and Suggestions for Promoting the High-Quality Development of China's Digital Economy

当今世界正经历着百年未有之大变局,发展数字经济是把握新一轮科技革命和产业变革新机遇的战略选择。当前,我国数字经济已进入与实体经济相互融合、持续深化的新阶段,数字基础设施不断完善,产业数字化全面提速,数字产业日益壮大,数据要素价值进一步凸显,数字经济整体发展水平稳步提升。但同时也面临着基础创新能力较弱、发展不平衡、数据资源开发利用效率低、数字经济治理薄弱等困难和问题。我们在充分吸收和借鉴世界主要发达经济体发展壮大数字经济的经验做法的基础上,结合我国实际,提出了加强关键核心技术攻关、加快数据要素市场培育、加速弥合数字鸿沟、推动数实经济深度融合、完善数字治理体系等政策建议,以供决策参考。

Today's world is experiencing a great change that has not been seen in a hundred years,and the development of the digital economy is a strategic choice to grasp the new round of scientific and technological revolution and new opportunities for industrial change.At present,China's digital economy has entered a new stage of mutual integration with the real economy,continued to deepen the digital infrastructure continues to improve,industrial digitization of the full speed,digital industry is growing,the value of data elements to further highlight the overall level of development of the digital economy is steadily increasing.But at the same time,it is also facing difficulties and problems such as weak basic innovation capacity,unbalanced development,low efficiency in the development and utilization of data resources,and weak governance of the digital economy.On the basis of fully absorbing and learning from the experiences and practices of the world's major developed economies in developing and expanding the digital economy,and in the light of China's actual situation,we have put forward policy proposals to strengthen the key core technologies,accelerate the cultivation of the data factor market,accelerate the bridging of the digital divide,promote the in-depth fusion of the digital economy,and improve the digital governance system for reference in decision-making.
