山东省东营市地处黄河入海口,作为黄河三角洲中心城市,在全国率先提出了统筹水资源、水环境、水生态、水安全、水文化的“五水统筹”系统治水新模式,紧密结合实际,在天鹅湖蓄滞洪工程中首先付诸实施,全力打造落实黄河流域生态保护和高质量发展重大国家战略“先手棋”,不断满足广大人民群众日益增长的美好生活需要尤其是对持久水安全、优质水资源、健康水生态、宜居水环境、先进水文化的需要,使其成为“地处黄河下游、治水力争上游”的示范样板。

The Dongying City of Shandong Province,which is located at the mouth of the Yellow River and the center of the Yellow River Delta,took the lead in proposing a new model of"five-water coordination"system water management that coordinates water resources,water environment,water ecology,water security and water culture.The needs of healthy water ecology,livable water environment and advanced water culture make it a demonstration model of"located in the lower reaches of the Yellow River and striving for upstream water control.
