海关维护国门安全路径研究——以进出口禁限管理为视角

Customs Pathways for Safeguarding Boarder Security——From the Perspective of Control over Prohibited and Restricted Goods

“十四五”规划提出“统筹发展和安全,建设更高水平的平安中国”。深入践行总体国家安全观是人民海关为人民的重要体现。全面坚持和贯彻总体国家安全观对海关筑牢国门安全屏障提出新要求,海关维护国门安全面临新挑战。本文以进出口禁限管理为视角,列表梳理海关贸易管制执法维护国门安全的作用,并围绕禁限管理执法中存在的问题,提出海关维护国门安全的优化路径。

The 14th Five-Year Plan has appealed to coordinating development and security,ushering in a new stage in building a Peaceful China.The extensive implementation of the holistic view of national security is an important embodiment for the customs to fulfil its responsibilities to the people.Adhering to and implementing the holistic view of national security brings new requirements to customs in fortifying border security,while also presenting new challenges.From the perspective of the control over prohibited and restricted goods,this study examines customs roles in trade,law enforcement and boarder security.Furthermore,based on the existing problems in prohibition and restriction control,this paper proposes optimized pathways to safeguard boarder security for the customs.
