国内外新公共治理的内涵述评——兼论新公共治理的未来发展

Review on Connotation of New Public Governance at Home and Abroad-On Future Development of New Public Governance

在国内,中文“新公共治理”蕴含着六种互不相同且无序化的内涵;在国外,新公共治理主要是指奥斯本新公共治理,其面临着十个维度的批判与质疑。为减少中文“新公共治理”内涵的无序性,建议未来研究者采用多元一体的“新公共治理”体系来应对各类新公共治理内涵;同时,为超越奥斯本新公共治理内涵的局限性,在西方百年来公共管理理论发展规律的基础上,提议学者们未来应当将“现代个人治理”作为第四代公共管理理论的着力点。

In China,“new public governance”contains six different and disorderly connotations;In foreign countries,new public governance mainly refers to Osborne s New Public Governance,which faces criticism and questioning from ten dimensions.In order to reduce the disorder of the connotation of Chinese“new public governance”,it is suggested that future researchers adopt a pluralistic and integrated“new public governance”system to deal with various connotations of new public governance.At the same time,in order to transcend the limitations of Osborne s New Public Governance connotation,based on the development law of western public management theory in the past hundred years,it is proposed that scholars should take“modern individual governance”as the focus of the fourth generation of public management theory.
