摘要 澳大利亚高等教育国际化战略的重心经历了从“对外援助”到“整体化发展”的转换。强化其作为西方高等教育强国的国家形象与推动高等教育国际化可持续发展的重要方面,构成了澳大利亚高等教育国际化战略演进的宏观逻辑;对市场进程的依赖、持续强化产学研耦合生态关系、坚持以提升国际学生的学习体验为发展核心、持续强化外部保障性制度与实施国际化战略的关联性体现其路径依赖特征;而应对新冠疫情的影响、回应新兴技术对高等教育产业变革的需求构成了推动澳大利亚高等教育国际化战略变迁的动力。 From“foreign aid”to“a holistic view”,the focus of the internationalization strategy of Austra⁃lian higher education has been changing in different phases.According to the research,it is found that strength⁃ening the national image as an educational power and realizing sustainable development provides a macroscopic picture to understand the process of Australia’s higher education internationalization strategy.Besides,the de⁃pendence on the market process,the continuous strengthening of the coupling ecological relationship between industry,university and research institutes,the insistence on improving the learning experience of international students as the core of development,and the continuous strengthening of the relationship between the external guarantee system and the implementation of the internationalization strategy,reflect its path dependence charac⁃teristics.Responding to Covid-19,further responding to the needs of emerging technologies for the reform of the higher education industry constitute the internal and external driving forces for the change of its higher educa⁃tion internationalization strategy.
