我国民族传统体育政策的演进历程、变迁逻辑及未来展望——基于历史制度主义分析范式

Evolutionary History,Logic of Change and Future Prospects of China’s National Traditional Sports Policy——Based on Historical Institutionalism Analysis Paradigm

基于历史制度主义研究范式,对我国民族传统体育政策的演进历程和变迁逻辑进行分析。新中国成立以来,我国民族传统体育政策经历了萌芽与初步发展、恢复与探索、全面发展、多元与创新发展四个阶段。在国家宏观制度、市场经济体制以及民族传统文化等因素的影响下,我国民族传统体育政策发生了变迁,其路径依赖表现为优先发展竞技体育以及政策制定主体的“工具理性”观念阻碍了民族传统体育的发展,动力机制体现在中华民族文化的伟大复兴、政府的行政手段以及社会参与力量共同推动我国民族传统体育政策的变迁与转型。未来应秉持民族团结和民族平等理念,加强政策顶层设计;突破路径依赖,创新民族传统体育发展机制;协调政策供给与需求,优化政策工具结构。

Based on the research paradigm of historical institutionalism,the evolution history and logic of change of China’s traditional national sports policy are analyzed.Since the founding of People’s Republic of China,China’s national traditional sports policy has gone through four stages:preliminary development,restoration and exploration,comprehensive development,and diversified and innovative development.Under the influence of national macro system,market economic system and traditional national culture,China’s traditional national sports policy has changed,and its path dependence is manifested in the fact that prioritizing the development of competitive sports and the concept of“instrumental rationality”hinder the development of the traditional national sports,and that the power mechanism is reflected in the great revival of Chinese culture,the administrative means of the government and the social participation force to jointly promote the change and transformation of China’s traditional national sports policy.The paper proposes to stick to the concept of national unity and equality,strengthen the top-level design of the policy,break through the path dependence and innovate the development mechanism of traditional ethnic sports,coordinate the policy supply and demand,and optimize the structure of policy tools.
