近年来,随着我国高等教育事业的快速发展,高校的采购项目和预算金额不断增加,也暴露出高校招标采购工作中采购流程不规范、内控制度不完善、监督机制不健全等问题。本文结合高校招标采购工作的实际,在规范采购行为、内控制度建设、风险防控监督工作等方面提出有针对性的应对措施,旨在提高高校的风险防控能力,进一步提升高校招标采购工作的规范化、科学化水平,为高校的高质量发展提供有力保障。

In recent years,with the rapid development of higher education in our country,the number of procurement projects and budget amounts within universities has been increasing.This trend has also exposed issues in the university tendering and procurement processes,such as irregular procurement procedures,unclear delineation of internal control responsibilities and authorities,and inadequate supervisory mechanisms.Drawing from the practical context of university tendering and procurement,this paper proposes targeted measures in areas such as regulating procurement behavior,establishing internal control systems,and enhancing risk prevention and supervision efforts.The aim is to enhance the risk prevention and control capabilities of universities,further elevate the standardization and scientific level of university tendering and procurement practices,and provide robust support for the high-quality development of universities.
