三孩生育政策下的人类辅助生殖技术发展刍议

My humble Opinion on the Development of Human Assisted Reproductive Technology under the Three-child Policy

通过分析人们三孩生育意愿的结构性特征,指出随着三孩生育政策实施后高龄妇女生育意愿的增强,对人类辅助生殖技术的需求随之升高的现状。面对当前我国人类辅助生殖技术供给存在区域资源、技术资源、城乡资源失衡等问题,我国应通过构建人类辅助生殖技术服务体系、减轻人类辅助生殖技术服务个人医疗负担和提高人类辅助生殖技术服务水平等措施来全面推动人类辅助生殖技术行业的发展,从而更好地保障三孩生育政策背景下人们的生育权利。

Pointing out that with the implementation of the Three-child policy,the birthing willingness of advanced age women to have children has been increasing,as well as the demand for human assisted reproductive technology by analyzing the structural characteristics of people′s willingness to have three children.Faced with the current problems including regional resources,technological resources,and urban-rural resource imbalance in the supply of human assisted reproductive technology in China,China should comprehensively promote the development of the human assisted reproductive technology industry by building a service system for human assisted reproductive technology,reducing the medical burden of individual assisted reproductive technology services,and improving the level of human assisted reproductive technology services,So as to better protect people′s reproductive rights in the context of the Three-child policy.
