新时代推进我国儿童健康高质量发展的思考

Reflections on Promoting the High-Quality Development of Children’s Health in the New Era in China

儿童是国家的未来,是民族的希望。党的十九届六中全会强调,必须实现创新成为第一动力、协调成为内生特点、绿色成为普遍形态、开放成为必由之路、共享成为根本目的的高质量发展,号召全党全军全国各族人民要为实现第二个百年奋斗目标、实现中华民族伟大复兴的中国梦而不懈奋斗。推进我国儿童健康高质量发展,为实现第二个百年奋斗目标提供健康人力资源是一项战略性任务。本文从理论逻辑和时代价值角度分析为什么要推进儿童健康高质量发展,从需求侧即人民群众关切的角度分析儿童健康存在的突出问题,从供给侧结构改革与发展的角度对服务体系、保障体系、社会政策体系和监测评估体系进行影响儿童健康问题的原因分析,提出新时代推进儿童健康高质量发展的内涵要求和政策建议。

Children are the future of the country and the hope of the nation.The Sixth Plenary Session of the Nineteenth Central Committee stressed the need to achieve high-quality development in which innovation becomes the first driving force,coordination becomes an endogenous feature,“green”becomes a universal pattern,openness becomes a necessary path,and sharing becomes a fundamental purpose.The session called on the entire Party,the army and the people of all ethnic groups to strive relentlessly for the achievement of the second hundred-year goal and the Chinese dream of the great rejuvenation of the Chinese nation.It is a strategic task to promote the high-quality development of children’s health in China and provide healthy human resources for the realization of the second hundred-year goal.This paper analyzes why it is necessary to promote the high-quality development of children’s health from the perspective of theoretical logic and values of the times,analyzes the outstanding problems of children’s health from the perspective of the demand side,i.e.,the concern of the people,analyszes the causes of the problems affecting children’s health from the perspective of structural reform and development of the supply side with respect to the service system,the guarantee system,the social policy system and the monitoring and evaluation system,outlines requirements for the high-quality development of children’s health in the new era,and puts forward policy suggestions fo r promoting it.
