Research on the Development of Consultative Deliberative Democracy in Trade Unions in the New Era

工会参与协商民主不是“舶来品”,而是在具体实践过程中提炼和升华而成的一种民主形式。作为一种竞争强度不高但成效显著的民主形式,协商民主已经成为工会把党的领导与群众路线结合在一起的关键环节和有效方式。工会积极参与工资集体协商,有力推动了工资集体协商实践的发展;工会积极开展制度创新,参与创建政府与工会联席会议制度,促进政府在维护工人权益方面进行科学决策;工会积极探索维权服务方式,关心困难职工,推动共同富裕,构建社会主义和谐劳动关系。进入新时代,工会必须紧紧围绕党和国家的事业发展大局,充分发挥协商民主的突出优势和显著效能,深入推进工会各项工作与协商民主相融合,自觉将协商民主纳入中国特色社会主义工会发展道路之中。

The participation of trade unions in consultative democracy is not an"imported product",but a form of democracy refined and sublimated in the process of practice in China.As a form of democracy with low competitive intensity but significant results,consultative democracy has become a key link and effective way for trade unions to combine Party leadership with the mass line.The active involvement of trade unions in the wage collective negotiation system has effectively promoted the development of wage collective negotiation practices;trade unions actively carry out institutional innovation and participate in the establishment of a joint meeting system between the government and trade unions,promoting scientific decision-making by the government in safeguarding workers'rights and interests;trade unions actively explore the way of rights protection service,care for the needy workers,promote common prosperity,and build harmonious socialist labor relations.Entering a new era,trade unions must closely focus on the overall development of the Party and the country,consciously incorporate consultative democracy into the development path of socialist trade unions with Chinese characteristics,deeply promote the integration of trade union work and consultative democracy,and fully leverage the outstanding advantages and significant effectiveness of consultative democracy.
