一般工业固体废物治理模式探析——以舟山市为例

Analysis on the Treatment Model of General Industrial Solid Waste——Taking Zhoushan City as an Example

舟山市位于浙江省东北部,是由群岛组成的地级市,近年来,一般工业固体废物产生量不断增加。一般工业固体废物不属于危险废物,但具有点多面广、种类多、产生量大、环境影响复杂的特点。本文以舟山市为例,分析一般工业固体废物处置现状,然后结合存在的问题,提出应对措施,以提升一般工业固体废物污染防治水平,助力“无废城市”建设。总体来说,要加大源头管控力度,加快统一收运体系建设,强化部门间协同增效,加强利用处置能力建设,建立和健全规范化考核机制。

Zhoushan City is located in the northeast of Zhejiang Province and is a prefecture level city composed of islands,in recent years,the production of general industrial solid waste has been continuously increasing.General industrial solid waste is not classified as hazardous waste,but has the characteristics of many points and a wide range,many types,large production volume,and complex environmental impacts.Taking Zhoushan City as an example,this paper analyzes the current situation of general industrial solid waste disposal,and then proposes countermeasures based on the existing problems,so as to improve the level of pollution prevention and control of general industrial solid waste and assist in the construction of a "zero-waste city".Overall,it is necessary to increase efforts in source control,accelerate the construction of a unified collection and transportation system,strengthen interdepartmental collaboration and efficiency enhancement,strengthen the construction of utilization and disposal capabilities,and establish and improve standardized assessment mechanisms.
