榆林市资源型经济转型绩效评价

Performance Evaluation of Resource-Based Economic Transformation in Yulin City

本文基于榆林市资源型经济转型现状,运用熵权法对2013—2020年榆林市资源型经济转型效果进行定量分析,同时使用超效率数据包络分析(DEA)模型、Malmquist指数模型分析资源型经济转型效率的动态变化趋势及其根本原因。研究表明,榆林市资源型经济转型取得一定成果,其在陕西省六大资源型城市中排名靠前,但在经济和环境转型方面存在投入不明显、技术创新不足等问题。因此,榆林市要布局新兴产业,完善基础设施,建立人才培育机制,优化环境保护机制,助力资源型经济转型。

Based on the current situation of the resource-based economic transformation of Yulin City,this paper uses the entropy weight method to quantitatively analyze the resource-based economic transformation effectiveness of Yulin City from 2013 to 2020,and uses the super efficiency data envelopment analysis(DEA) model and the Malmquist index model to analyze the dynamic trends and their root causes of resource-based economic transformation efficiency at the same time.Research has shown that Yulin City has achieved certain results in the resource-based economic transformation,ranking high among the six major resource-based cities in Shaanxi Province,however,there are problems such as unclear investment and insufficient technological innovation in economic and environmental transformation.Therefore,Yulin City needs to layout emerging industries,improve infrastructure,establish talent cultivation mechanisms,optimize environmental protection mechanisms,and assist in the resource-based economic transformation.
