我国战略性矿产品储备机制顶层立法探析

Analysis on the Top-Level Legislation of China's Strategic Mineral Product Reserve Mechanism

国际格局日趋复杂,国际安全的不确定性日益增加,矿产资源的安全供给是国家前行道路的重要基石,而战略性矿产更是重中之重。我国作为最大的发展中国家,矿产品产量和消费量都居世界前列,增加战略性矿产储备是提升国家安全系数的必要手段。根据储备方式的不同,矿产资源的储备可分为矿产地储备和矿产品储备。本文结合我国战略性矿产品储备的特性,分析国内外战略性矿产品储备现状,然后提出顶层立法建议,以完善我国战略性矿产品储备机制。总体来说,要结合国情,坚持安全原则、绿色原则和统筹原则,加快推进顶层立法,优化我国战略性矿产品储备机制。

The international landscape is becoming increasingly complex,and the uncertainty of international security is increasing,the safe supply of mineral resources is an important cornerstone of a country's path forward,and strategic minerals are of utmost importance.China is the largest developing country with the highest production and consumption of mineral products in the world,and increasing strategic mineral reserves is a necessary means to enhance national security.According to different reserve methods,the reserves of mineral resources can be divided into reserves of mineral producing areas and reserves of mineral products.Based on the characteristics of China's strategic mineral product reserves,this paper analyzes the current situation of strategic mineral product reserves at home and abroad,and then proposes top-level legislative suggestions to improve China's strategic mineral product reserve mechanism.Overall,it is necessary to combine the national conditions,adhere to the principles of safety,green,and overall planning,accelerate the promotion of top-level legislation,and optimize China's strategic mineral product reserve mechanism.
