摘要
产教融合与科教融汇是加快建设教育强国的重要推进举措。在协同治理视域下,产教融合与科教融汇需实现政府主导下的多元共治。回顾产教融合与科教融汇的前期探索,以科研组织为例,参与主体主要为科研专门机构、高校、科研联合机构和新型智库四类;主要任务有面向产业环节的技术攻关、建设公共技术服务平台和开展基础研究三类;运行方式包括供需对接、共建共享和区域合作三类。产教融合与科教融汇应构建协同治理机制,形成利益与层级多元化的“中心治理+外围协同”结构;明确政府主导的定位和多元主体的功能;建立“系统设计、项目推动、立体保障”的运行和保障机制,才能更好地助力教育强国建设。
The integration between industry and education and between science and education are an important initiative to accelerate the building leading country in education.From the collaborative governance perspective,the integration between industry and education and between science and education is need to establish a government-led collaborative governance.Review the preliminary explorations of integration between industry and education and between science and education,taking scientific research organisations as an example,the main participants are scientific research institutions,universities,joint research institutions,and think tanks.The main tasks include technical break throughs for industrial links,building public technology service platforms,and conducting fundamental research.The operational methods include supply-demand matching,co-construction and sharing,and regional cooperation.The integration between industry and education and between science and education need to establish a collaborative governace mechanism,forming a central governance+peripheral collaboration structure with interests and hierarchical diversity.It should clarify the positioning of the government as the leading force and the multiple subject functions.Additionally,it should establish a systematic design,project promotion,and three-dimensional guarantee operational and safeguard mechanism to better assist building leading country in education.
