乡村振兴背景下村干部积极履职的实现路径研究——以城湾村账单式治理为例

Research on the Realization Path of Village Cadres Actively Performing Their Duties under the Background of Rural Revitalization:A Case Study of Bill-Based Governance in Chengwan Village

村干部在乡村治理中起着重要作用,但现实中部分村干部存在懒政怠政、履职乏力、对上负责而难以回应村民需求等问题。在全面推进乡村振兴过程中,由于政府、村干部、村民对乡村治理的任务和要求理解不同、政府下乡资源分配不均、村干部履职能力不足与监督缺位、激励不足等原因,使得村干部难以积极作为。账单式治理通过账单制定、执行、考核的运作过程可以促进村干部积极履职,并以议事协商的形式吸引村民参与,凝聚多方共识,用好政府下乡资源。在这一过程中,村干部履职能力得到提升,对村干部的监管和激励得到强化,村干部履职积极性得以提高。

Village cadres play an important role in rural governance,and the promotion of rural revitalization strategy puts forward higher requirements for village cadres.However,in reality,village cadres are lazy and neglectful in government and weak in performing their duties,and they tend to be responsible for their superiors and find it difficult to respond to the needs of villagers.This paper analyzes that under the pressure-based system,government policies are obstructed to the villages,and it is difficult to reach consensus on resource allocation under insufficient participation of villagers,resulting in the mismatch between supply and demand,and the inability of village cadres to coordinate the deviation between administrative goals and villagers'needs,and the lack of supervision and insufficient incentives make it difficult for village cadres to actively act.Through the operation process of bill formulation,implementation and assessment,billbased governance can promote village cadres to actively perform their duties,mobilize villagers to participate through deliberation and consultation,condense multi-party consensus,and activate government resources.In this process,the ability of village cadres are improved,and the joint supervision and encouragement of village cadres are formed,so as to realize the transformation of village cadres to perform their duties actively.
