摘要
学前教育是一种特殊的准公共产品。在当前管理体制下,地方政府购买公办园教师服务岗位是缓解学前教育事业发展与机构编制资源紧张的矛盾,盘活编制外优秀教师资源,满足社会民众对高质量学前教育需求不可或缺的重要方式。但在实践中,面临着岗位人员职业发展风险、购买主体的政策执行风险、不同主体间的监督管理风险以及资金保障风险。这需要从健全制度框架、建立岗位人员职业发展机制、厘清职责边界并强化各主体间有效合作、完善资金管理四方面入手,规避以上风险,进而实现购买公办园教师服务岗位的常态化和制度化。
Preschool education is a special quasi-public product.Under the current management system,the purchase of public kindergarten teacher service positions by local governments is an indispensable and important way to ease the tension between the development of preschool education and the shortage of institutional resources,to make full use of outstanding teacher resources outside the manning quota system,and to meet the public's demand for high-quality preschool education.However,in the practice of the government's purchase of public kindergarten teacher service positions,there exist risks of the career development of the staff within the system,risks of policy implementation for the purchasing entities,risks of supervision and management between different entities,and risks of financial security.This requires the improvement of the institutional framework,the establishment of a career development mechanism,the clarification of the responsibility boundaries and the strengthening of effective cooperation among all parties,and the improvement of fund management to avoid the above mentioned risks and thus achieve the normalization and institutionalization of the purchase of public kindergarten teacher service positions.
