化被动为主动:增权视角下低龄退休老人社区参与实践路径探索

Turning Passivity into Initiative:Practical Paths for Community Participation of Young Retirees from the Perspective of Empowerment

低龄退休老人的社区参与在社区治理中发挥着越来越重要的作用,但其被动性也日益显现,增权理论为促进低龄退休老人社区参与的主动性提供了方向。文章在增权视角下,以J社区“银发家园”项目为例,分析应对低龄退休老人社区参与被动性问题的探索路径。实践表明,提升低龄退休老人社区参与主动性要激发个人潜能和参与意识,形成主动参与的基础条件;建立和完善人际关系,增强主动参与的关系黏性;整合和使用社会资源,提升主动参与的有效链接。要着眼于低龄退休老人的实际需求,以激发参与意识、提升参与能力、搭建参与平台、引导参与实践等为介入策略,从而推动低龄退休老人社区参与实践向可持续性发展。

The community participation of young retirees plays an increasingly important role in community governance,but their passivity is also becoming increasingly apparent.Empowerment theory provides a direction for promoting the initiative of community participation of young retirees.From the perspective of empowerment,this article takes the“Silver Home”project of J community as an example to analyze the exploration path to deal with the problem of passive community participation of young retirees.Practice shows that to improve the initiative of young retired people to participate in the community,we need to stimulate personal potential and participation awareness to form the basic conditions for active participation;establish and improve interpersonal relationships to enhance the relationship stickiness of active participation;integrate and use social resources to enhance the ability of active participation.It is necessary to focus on the actual needs of young retirees,and use intervention strategies to stimulate participation awareness,enhance participation capabilities,build participation platforms,andguide participation practices,so as to promote the sustainable development of community participation practices for young retirees.
