相较于长时能量型储能,飞轮储能等功率型储能是平抑未来新型电力系统光伏风电及电网波动冲击的重要灵活调节性资源。在“双碳目标”下,城市日益成为纯粹的负荷中心,地铁列车启停电能回收利用、自备应急电源、大规模安全充电和发电厂热电解耦调峰是其最具潜力的应用场景。高质量发展飞轮储能还需克服缺乏标准引领、产业瓶颈、项目盈利不稳定以及市场角色不明确等难点。建议从加大技术研发力度,布局产业创新链、实施重点场景示范、完善支持政策和创新应用机制方面,加快产业培育,支撑北京率先实现“双碳”目标。
Compared to long-term energy storage,power storage system such as flywheel energy storage is an important and flexible resource for suppressing the impact of photovoltaic wind power and grid fluctuations in future new power systems.Under the"dual carbon goals",cities are increasingly becoming the complete load centers,with the most potential application scenarios being the recycling and utilization of track train startup and power outage energy,self-provided emergency power supply,large-scale safe charging,and power station thermoelectric decoupling and peak shaving.The highquality development of flywheel energy storage still needs to overcome difficulties such as lack of standards,industry bottlenecks,unstable project profits,and unclear market roles.It is recommended to accelerate industrial cultivation by increasing technological research and development efforts,laying out industrial innovation chains,implementing key scenario demonstrations,improving support policies and innovative application mechanisms,and supporting the city to take the lead in achieving the"dual carbon"goals.
