The Achievements,Experience and Strategic Improvement Points of China's Pilot Free Trade Zone Construction

2023年是我国自贸试验区建设十周年,十年来自贸试验区建设取得了辉煌成就。自贸试验区建设布局及层次性构建基本成型,政策支撑体系初步完善,关键制度创新设立,中国特色的自贸试验区制度体系初步建立。与此同时,自贸试验区提升战略面临着诸多挑战:制度系统集成创新空间遭遇瓶颈,发展不平衡问题突出,自贸试验区区间以及区内外联动特别是企业联动效应不明显,与国家战略契合度仍有待提高。为此,要进一步扩大自贸试验区改革自主权,拓展自贸试验区制度系统创新空间;进一步发挥自贸试验区承载国家战略的平台和试验田功能;抓紧研究制定自贸试验区区间以及区内外企业产业联动有效机制和政策措施;持续完善本外币一体化自由贸易账户制度,增强金融服务实体经济能级;尽快推动自贸试验区版本跨境服务贸易负面清单落地,积极稳妥推进人民币国际化。

In 2023,it's the 10th anniversary of the establishment of China's pilot free trade zone,and the con-struction of the pilot free trade zone has achieved brilliant achievements.The regional distribution and hierarchical structure of the pilot free trade zone have basically taken shape,the policy support system has been preliminarily completed,key rules have been innovatively established,and the system of the pilot free trade zone with Chinese characteristics has been preliminarily established.At the same time,the upgrading strategy of the pilot free trade zone is faced with many challenges:the space of institutional integration innovation has encountered bottlenecks,the development imbalance is prominent,the linkage effect among the different regions,or between the region and outside the region,especially the enterprise,is not obvious,and the compatibility with the national strategy still needs to be improved.To this end,it is necessary to further expand the free trade pilot zone reform autonomy,ex-pand the free trade pilot zone system innovation space;Further give play to the role of the pilot free trade zone as a platform and experimental field to implement the national strategy;Promptly study and formulate effective mecha-nisms,policies and measures for linking enterprises and industries within and outside the pilot free trade Zone;con-tinue to improve the free trade account system for the integration of local and foreign currencies,and enhance the level of financial services to the real economy;push forward the implementation of the negative list for cross-border trade in services in the pilot Free trade Zone as soon as possible,and actively yet prudently promote the internation-alization of the RMB.
