残疾大学生体育参与的无障碍环境建设实证调查与研究

Empirical Investigation and Research on the Construction of Barrier-free Environment of Disabled College Students Sports Participation

体育参与无障碍环境是残疾大学生体质健康发展、教育公平及融合教育实现的前提和保障。通过对全国高校的抽样调查和实证分析,以“体育教育无障碍”及“无障碍社会化”作为总目标,将合理便利、通用设计等理念贯穿其中,构建了体育参与硬件及软件无障碍环境建设体系。研究认为体育参与硬件无障碍环境由内部及外部无障碍环境构成,外部无障碍环境是基础,内部无障碍环境是保障,两者以“无障碍动线”进行无缝衔接。体育参与软件无障碍环境建设的前提和重点在于高校无障碍环境法制建设的完善及整体无障碍意识的提升。硬件及软件无障碍环境的协同构成了完整的体育参与无障碍环境体系,是残疾大学生全面健康发展的保障,同时对于我国校园无障碍环境建设将起到积极的推动作用。

Barrier-free environment system of sports participation is the precondition and guarantee of physique health,education fair and inclusive education.By using the method of sample survey,using the“barrier-free of sports education”and“barrier-free socialization”as the target of barrier-free environment construction and puts“reasonable accommodation”,“universal design”into it,built the hard environment and soft environment of barrier-free environment construction system of disabled college students sports participation.The study believes that hard environment of barrier-free environment system comprises internal barrier-free environment and external barrier-free environment,external barrier-free environment is the base and internal barrier-free environment is the safety net,which were connected via“accessible routes”.“Normalization”should be served as a primary principle for soft environment of barrier-free environment,the perfection of legal construction and the consciousness-raising of barrier free which is the prerequisite and foundation.Barrier-free environment system of sports participation is a complete policy system included by hard environment of barrier-free environment system,soft environment of barrier-free environment.Barrier-free environment system of sports participation is the guarantee of disabled college students development of health and mind,it will play an important role in promoting the development of barrier-free environment construction of universities.
