新型农业经营模式促乡村振兴的经验及启示——以日本小布施町田园综合体为例

The Experience and Enlightenment of Japan’s New Agricultural Management Model to Promote Rural Revitalization——Take Obuse Rural Complex as an Example

田园综合体作为多元化综合发展的新型农业经营模式,在实现乡村现代化的过程中具有重要的实践价值。本文以日本田园综合体建设的典型案例长野县小布施町为例,梳理日本田园综合体助力乡村振兴的演进过程及特征。研究发现,田园综合体新型农业经营模式整合了政府、学者、非营利性机构以及农户等多元主体,注重经济、社会和生态视角的融合发展。在产业升级转型中通过第六产业发展实现乡村资源的有效整合与再开发,找到了农村农业现代化和乡村产业升级的实施路径。中国可以借鉴其经验,通过田园综合体建设推进乡村振兴战略实施,挖掘乡村地域特质,活化乡村事业建设;适度给予村民自主自治权,促进农村农民集体发展;坚持生态优先的原则,注重乡土文化重塑和乡村景观美化,从经济、社会、生态等多角度综合建设美丽乡村。

As a new agricultural business model with diversified and integrated development,the field and garden complex have an important practical value in the process of modernizing and revitalizing the countryside.This paper takes Obuse in Nagano Prefecture,a typical example of field complex construction in Japan as an example,and compares the evolutionary process and characteristics of Japanese field complexes contribu-ting to rural revitalization.The study finds that the new agricultural business model of the field complex integrates multiple subjects such as the government,academics,non-profit organizations and farmers,and focuses on the integration of economic,social and ecological perspectives.It has achieved effective integration and redevelopment of rural resources through the development of the sixth industry in the industrial upgrading and transformation,and has found a path for the implementation of rural agricultural modernization and rural industrial upgrading.China can learn from its experience,promote the implementation of rural revitalization strategy through the construction of rural complex,tap the regional characteristics of rural areas and revitalize rural construction;appropriately grant villagers the right of autonomy and promote the collective development of rural farmers;adhere to the principle of ecological priority,pay attention to the reconstruction of local culture and rural landscape beautification and comprehensively build beautiful villages from economic,social and ecological perspectives.
