采用粮食绿色生产技术有助于提高农户种粮积极性吗?

Will the Adoption of Green Grain Production Technology Help to Improve Farmers’Enthusiasm for Grain Production?

粮食绿色生产方式下如何提高农户种粮积极性一直是保障粮食安全的关键,也是建设农业强国面临的重大挑战。本文基于2021年河南、山东、江苏、四川、湖北五省的1163份农户调研数据,利用Logit、调节效应模型考察了采用粮食绿色生产技术对农户种粮积极性的影响以及政府规制在其中的调节效应。研究发现:第一,采用粮食绿色生产技术可以有效提高农户种粮积极性,发挥促进粮食生产、保障粮食安全的作用;第二,采用粮食绿色生产技术通过改善耕地质量、提高种粮收入、增强风险承担能力、增加种植成本四种渠道来提高农户种粮积极性,其中,增加种植成本的渠道较弱;第三,政府宣传、政府激励显著促进了粮食绿色生产技术对农户种粮积极性的正向作用,但是政府监管的促进作用不明显。因此,本文认为,提高农业科技创新水平,降低粮食绿色生产技术成本,强化对政府监管的社会监督,全方位构建有效监管机制,可以有效提高农户种粮积极性。

How to improve farmers’enthusiasm to grow grain under the green production mode of grain has always been the key to ensuring food security,and also a major challenge to building an agricultural power.Based on the survey data of 1163 farmers in Henan,Shandong,Jiangsu,Sichuan and Hubei provinces in 2021,this paper uses the Logit and regulatory effect model to investigate the impact of the adoption of green grain production technology on farmers’enthusiasm for grain planting and the regulatory effect of government regulation.The study found that:first,the adoption of green grain production technology can effectively improve farmers’enthusiasm for grain planting,and play a role in promoting grain production and ensuring food security.Second,the green production technology of grain uses four channels to improve farmers’enthusiasm for grain planting,including improving the cultivated land environment,increasing grain income,enhancing risk bearing capacity,and increasing planting costs.Among them,the channel to increase planting costs is weak.Third,government propaganda and government incentives have significantly promoted the positive effect of green grain production technology on farmers’enthusiasm for grain planting,but the role of government supervision is not obvious.Therefore,this paper believes that we should improve the level of agricultural scientific and technological innovation,reduce the cost of green grain production technology,strengthen the social supervision of government supervision,build an effective supervision mechanism in all aspects,and encourage farmers’enthusiasm for grain planting.
