基于主成分分析法的山西省生态文明建设成效评价

Evaluation of the Effectiveness of Ecological Civilization Construction in Shanxi Province Based on the Principal Component Analysis

为客观准确地评估山西省生态文明建设成效,论文构建了包括资源能源利用、生态环境保护、生态经济发展、生态制度建设和生态民生改善5个方面共35项指标的省域生态文明建设评价指标体系。运用主成分分析法对1999—2019年山西省生态文明建设水平进行动态评价和分析。结果表明,山西省生态文明建设综合指数由1999年的0.169提高至2019年的0.803,总体呈上升态势。其中,生态环境保护子系统对生态文明的贡献最大,生态制度建设子系统对生态文明的贡献最小。山西省应以习近平生态文明思想为指引,加快生态文明制度建设,强化公众生态文明意识,大力发展绿色低碳循环经济,提升全省生态文明建设水平,助力黄河流域生态保护和高质量发展。

To effectively evaluate the ecological civilization construction level in Shanxi Province,a provincial ecological civilization construction evaluation index system was built,including 35 indicators chosen from five subsystems of resources and energy utilization,ecological environment protection,ecological economic development,ecological system construction and ecological livelihood improvement.Based on the principal component analysis,this paper made a dynamic evaluation and analysis on the ecological civilization construction level in Shanxi Province from 1999 to 2019.Results showed that the ecological civilization index in Shanxi Province has gradually increased from 0.169 to 0.803 between the year of 1999 and 2019.The ecological environment protection subsystem contributed the most to the ecological civilization,and the ecological system construction subsystem contributed the least to the ecological civilization.Shanxi Province should take Xi Jinping's ecological civilization thought as guidance,enhance the construction of ecological civilization system,strengthen the public's awareness of ecological civilization,vigorously develop a green low-carbon circular economy,promote the level of ecological civilization construction,and boost the ecological protection and high-quality development of the Yellow River Basin.
