摘要
以湖南省水利设施作为研究对象,基于2011—2020年湖南省及13个地级市的面板数据,运用超效率SBM方法评价湖南省山丘区水利设施供给效率及其变化情况,并通过Tobit方法分析水利设施供给效率的外部影响因素。结果表明,湖南省水利设施供给效率总体呈现U型上升趋势,但是效率始终小于1,未达到有效利用状态;从效率分解的角度进行分析,湖南省水利设施供给的综合技术效率小于1,纯技术效率则是保证水利设施供给效率提升的重要原因。分区域来看,湖南省水利设施供给效率南北差异显著,湘北地区的水利设施供给效率明显高于湘南地区。地区经济状况、水利投资结构与居民收入状况是影响湖南省水利设施供给效率的主要外部因素。
Based on the panel data of Hunan Province and 13 prefecture level cities from 2011 to 2020,this paper takes the water conservancy facilities in Hunan Province as the research object,uses the super efficiency SBM method to evaluate the supply efficiency of water conservancy facilities in hilly areas of Hunan province and its changes,and analyzes the external factors affecting the supply efficiency of water conservancy facilities through the Tobit method.The conclusion shows that the overall supply efficiency of water conservancy facilities in Hunan province shows a U-shaped upward trend,but the efficiency is always less than 1 and has not reached an effective utilization state;From the perspective of efficiency decomposition,the comprehensive technical efficiency of water conservancy facility supply in Hunan province is less than 1,and pure technical efficiency is an important reason to ensure the improvement of water conservancy facility supply efficiency.From a regional perspective,there is a significant difference between the north and south,and the supply efficiency of water conservancy facilities in northern Hunan is significantly higher than that in southern Hunan.The regional economic situation,water conservancy investment structure,and resident income status are the main external factors that affect the supply efficiency of water conservancy facilities in Hunan Province.
