嵌入共治:运动式治理的内在逻辑——以F市创建文明城市为例

Embedded Co-Governance: A New Trend of Movement-Like Governance:the Case of F City to Create a Model City

运动式治理是当代中国治理实践的常见模式,是国家治理制度逻辑的重要组成。随着中国社会现代化转型和国家治理能力和治理体系现代化的提出,脱胎于革命和建设时期的运动式治理不再局限于应对官僚制失灵的政治动员方式,而更多地表现为一种政策工具和治理策略。以F市创建文明城市为例,基于“嵌入”的理论要点,以“吸纳共治”的逻辑构建“结构—资源—嵌入共治”理论框架,分析运动式治理呈现的新特征和内在机理。研究发现,运动式治理依托科层组织,通过组织和制度的双重嵌入构建治理的结构制度基础,通过纵向层层包挂和横向社会吸纳,提供共治资源。双重嵌入和吸纳共治内在逻辑一致,二者相互构建、释放了治理的现代性因子,共同打造运动式治理的嵌入共治模式。研究跳出常规治理和运动治理的二元视角,基于鲜活案例审视中国治理的实然图景,有助于理解国家治理现代化背景下运动式治理的新样态。

Movement-like governance is common in contemporary Chinese governance practice,and it is an important component of the logic of the national governance system.With the modernization of China’s social transformation and the modernization of national governance capabilities and governance systems,the movement-like governance born out of the revolution and construction period is no longer confined to a political mobilization method to deal with bureaucratic failures,but more of a policy tool and governance strategies.This article takes the creation of a model city in F City as an example.Based on the theoretical points of“embedding”,the theoretical framework of“structure-resources-embedding and co-governance”is constructed based on the logic of“absorption and co-governance”,and the Features and internal mechanism of new movement-like governance is analyzed.The study found that movement-like governance relies on bureaucratic organization,and builds the structural and institutional foundation of governance through the double embedding of organization and system.It provides co-governance resources through vertical layering and horizontal social absorption.The internal logic of double embedding and absorption of co-governance is consistent.The two mutually build and release the modernity factor of governance,and jointly create an embedded co-governance model of movement-like governance.The study goes beyond the dual perspective of conventional governance and movement-like governance,and examines the actual picture of Chinese governance based on live cases,which helps to understand the new state of movement-like governance in the context of the modernization of national governance.
