建设全国一流省级应急广播调度控制平台的思考

Discussion on Constructing the National First-class Provincial Emergency Broadcast Dispatching Control Platform

湖南省应急广播调度控制平台建设已经落后于全国十余个省份,但通过调研与总结外省经验教训并了解市县诉求,我们发现,湖南可以立足自身条件,在全国第一个依托政务外网云平台信创云、第一个借助电子政务外网进行连通、第一个健全效果监测评估系统、第一个实现全业务可视化,从而发挥后发优势,变劣势为优势,将湖南省应急广播调度控制平台建成全国一流平台。

The construction of emergency broadcast dispatching control platform in Hunan Province has lagged behind more than ten provinces in the country.However,through research,summarizing the experience and lessons of other provinces and understanding the demands of Grass-roots government,we found that Hunan could,based on its own conditions,be the first in the country to use the government external network cloud platform named XingChuangYun,the first to use the e-government external network for most of the connectivity,the first to improve the effect monitoring and evaluation system,and the first to realize the visualization of all services.Through the above ways(operation)to play the late-mover advantage,we can build Hunan emergency broadcast dispatch control platform into a"national first-class platform".
