我国基础教育课程政策100年:历程、特点与展望

The 1oo Years of Basic Education Curriculum Policy in China:Course,Characteristics,and Prospects

摘要 自1923年《新学制课程标准纲要》颁行以来,基础教育课程政策历经了萌芽与肇始时期、奠基与探索时期、调整与发展时期、丰富与转型时期和守正与出新时期五个发展阶段。回望百年,基础教育课程政策呈现出价值取向从工具主义走向人本主义、内容选择从整齐划一走向灵活多样、组织实施从知识传授走向实践体验、评价体系从单一刻板走向综合多元的嬗变特点。未来,将加强顶层设计,夯实课程改革的制度根基;深化教学改革,打造时代特质的课程体系;实施质量监测,保障课程政策的有效落实。 Since the promulgation of the Outline of Curriculum Standards for the New School System in 1923,the curriculum policy of basic education has gone through five stages of development:the germination and initiation period,the foundation and exploration period,the adjustment and development period,the enrichment and transformation period,and the preservation and new advances period.Over the past hundred years,the curriculum policy of basic education has shown a changing trend:value orientation from instrumentalism to humanism,content selection from uniformity to flexibility and diversity,organizational implementation from knowledge impartation to practical experience,and the evolution characteristics of evaluation systems from single rigidity to comprehensive pluralism.In the future,the top-level design will be strengthened to consolidate the institutional foundation of curriculum reform;the teaching reform will be deepened to build a curriculum system with the characteristics of times;quality monitoring will be implemented to ensure the effective implementation ofcurriculumpolicies.
