The construction of a highly skilled talents team is a key fulcrum for the in-depth implementation of the strategy on developing a quality workforce,an important way to strengthen the talent support for modernization,a core element of the construction of modern industrial system,and an inevitable requirement to consolidate and develop the progressiveness of the working class.The “Opinions on Strengthening the Construction of Highly Skilled Talents Team in the New Era” is problem oriented and constructs a policy system covering the entire cycle of talents cultivation from the perspectives of policy integration,diversified collaboration,focusing on pain points,smooth paths and emphasis on incentives.Following the law of cultivating skilled talents,in order to smooth the implementation path of high-quality promotion of the construction of a highly skilled talents team in the new era,sustained efforts should be made from the following dimensions:increasing high-quality employment positions,improving the quality of vocational education,compacting the main responsibility of enterprises,fully leveraging the role of trade unions and optimizing the skills ecosystem,etc.
