英国图书馆个人信息保护现状及启示

Current Situation and Enlightenment of Personal Information Protection in British Libraries

保障用户的合法权益是图书馆法制建设中的重要内容,体现了图书馆对于用户主体地位的尊重。面向英国16所图书馆,采用网络调研、文献研究和邮件咨询等方法,对图书馆个人信息保护的栏目设置、适用群体、用户权益和在线服务4个方面进行现状分析和经验总结。结合国内实际情况,建议国内图书馆应从权益保护意识、信息保护内容、信息专员岗位等方面加强个人信息保护,切实保障用户权益,落实信息保护政策,拓宽信息服务渠道,从而加快图书馆信息保护建设。

Protecting the legitimate rights and interests of users is an important content in the legal construction of libraries,which reflects the library's respect for the subject position of the users.Based on the methods of network research,literature research and email consultation,this paper analyzes and summarizes the current situation and experience of the column setting,the applicable groups,the rights and interests of users and the online services of the personal information protection in 16 libraries in the UK.According to the actual situation in China,it is suggested that domestic libraries should strengthen the protection of personal information from the aspects of awareness of rights and interests protection,information protection content,information specialist position,effectively protect the rights and interests of users,implement information protection policies,expand information service channels,and accelerate the construction of library informationprotection.
