县级食品检验检测体系建设的困境与对策

The Dilemma and Countermeasures of County-Level Food Inspection and Testing System

近年来,县级食品检验检测体系建设取得明显成效,但依然面临诸多问题。本文以东营市垦利区为例,对县级食品检验检测体系建设情况进行了深入分析,发现其面临着食品安全意识有待提高、主动检验少、就近检验少、检验检测能力建设滞后的困境,特别是设备更新慢、检测专业人才缺乏、财政支持力度不大等问题,甚至已影响日常检验检测业务工作正常开展。基于此,笔者提出了加大宣传力度、强化部门联动、增强服务意识、加强投入扶持等针对性的对策建议。

In recent years,the construction of county-level food inspection and testing systems has achieved significant results,but it also exist some difficulties and problems.Taking Kenli district of Dongying city as an example,this paper makes an in-depth analysis of the construction of county-level food inspection and testing system,and founds that it is faced with the dilemma of food safety awareness to be improved,less active inspection,less nearby inspection,and lagging inspection and testing capacity.In particular,problems such as slow equipment update,lack of inspection professionals,and insufficient financial support have even affected the normal development of daily inspection and testing operations.Based on this,in view of the construction of county-level food inspection and testing system,this paper puts forward some countermeasures and suggestions,such as increasing publicity,strengthening departmental linkage,enhancing service awareness,and strengthening investment support.
