地方高校知识产权信息公共服务模式研究

Study on the Public Service Model of Intellectual Property Information in Local Universities

【目的】地方高校在知识产权创造与服务地方经济社会发展过程中发挥了重要作用,以贺州学院知识产权信息公共服务模式为例,为同类地方高校或地方知识产权主管部门落实知识产权强国战略、推动知识产权公共服务高质量发展提供启示与参考。【方法】贺州学院积极探索与地方政府主管知识产权部门和知识产权中介服务机构的合作,依靠政府行政和中介服务的双轮驱动,初步构建校政企知识产权的三方合作模式。【结果】通过校政企协同合作,打造集“知识产权培训基地+知识产权人才小高地+国家知识产权信息公共服务网点”于一体的知识产权工作与服务平台,并取得了良好的工作成效。【结论】做好校政企合作,有利于发挥三方各自优势,打造特色的基层知识产权公共服务模式,助力知识产权信息公共服务体系建设。

[Purposes]Local universities have played an important role in the creation and service of Intellectual Property(IP)in the process of local economic and social development.Taking the IP information public service model of Hezhou University as an example,this provides inspiration and reference for similar local universities or local IP authorities to implement the strategy of strengthening the country with IP rights and promote the high-quality development of IP public services.[Methods]Hezhou University actively explores cooperation with local IP government departments and IP intermediary service institutions.Relying on the dual wheel drive of government administration and intermediary services,it preliminarily constructs a tripartite cooperation IP model for University-Government-Enterprise(UGE).[Findings]Through collaborative cooperation between UGE,the university created an IP work and service platform that integrates"IP training base,IP talent highland,and national IP information public service network",and achieved good results.[Conclusions]Doing a good job in UGE cooperation is conducive to leveraging the respective advantages of the three parties,creating a distinctive grassroots IP public service model,and assisting in the construction of the IP information public service system.
