财政科技支出、人力资本与长三角区域协调发展

Fiscal Science and Technology Expenditure,Human Capital,and Coordinated Development of the Yangtze River Delta Region

实施区域协调发展战略是推动经济高质量发展和构建国内大循环的主要动力,对于解决我国新时代社会主要矛盾、加快建设全国统一大市场具有深刻意义,而提升科技支出和人力资本水平是增强区域协调发展内在动能的重要方式。文章从经济发展、居民保障、资源环境三个维度构建区域协调发展指标,实证分析财政科技支出对长三角地区协调发展的影响,以及人力资本在这一过程中的调节作用与空间效应。结果显示:科技支出可以有效促进长三角地区协调发展,人力资本对这一过程具有正向调节作用;异质性分析显示,科技支出主要通过提升人民生活水平与优化资源环境促进区域协调发展,各都市圈内促进效果不同;进一步分析发现,人力资本存在负向空间溢出效应,对科技支出驱动区域协调发展的调节作用具有边际效益递减特征。

The implementation of the regional coordinated development strategy is the main driving force for promoting high-quality economic development and building a domestic circular economy.It has profound significance for solving the main contradictions in China's new era society and accelerating the construction of a unified national market.Improving technology expenditure and human capital levels is an important way to enhance the internal driving force of regional coordinated development.This paper constructs regional coordinated development indicators from three dimensions:economic development,resident security,and resource environment.It empirically analyzes the impact of fiscal science and technology expenditure on coordinated development in the Yangtze River Delta region,as well as the moderating role and spatial effect of human capital in this process.The results show that science and technology expenditure can effectively promote coordinated development in the Yangtze River Delta region,and human capital has a positive moderating effect on this process;heterogeneity analysis shows that science and technology expenditure mainly promotes regional coordinated development by improving people's living standards and optimizing resource environment,with different promotion effects within each metropolitan area;further analysis reveals that there is a negative spatial spillover effect of human capital,which has a diminishing marginal benefit in moderating the coordinated development of regions driven by scientific and technological expenditures.
